Portfolio Development Partners, LLC and Lockehouse Retail Group, Inc are a collaboration of two veteran retail real estate professionals Steve Cutter and Jeffrey Neustadt.

Jeffrey Neustadt


Jeffrey Neustadt is President of Portfolio Development Partners, which focuses on retail developments and shopping center renovations throughout Northern California and Nevada. With vision and a strong understanding of today's retailers needs, Portfolio-West creates new retail opportunities that enhance communities and create excellent long-term investments for them and their partners.


Steve Cutter


After graduating from the University of Oregon, Steve moved to Caracas, Venezuela where he spent a year working with one of the largest retail companies in the country - Casa Paris. Steve returned to the states fluent in Spanish and focused on starting his career in retail real estate. For the next nine years, Steve worked at Terranomics Retail Services, where he established a reputation for hard work and ethics by delivering on-time and on-target for some of the top Retailers, Landlords and Developers in the country. Over the past ten years, he has successfully completed hundreds of transactions throughout Northern California.

In order to enhance the level of service to his clients, Steve launched Lockehouse Retail Group, Inc. with his Business Partner, Jeffrey Neustadt. Steve and Jeffrey created Lockehouse Retail Group, Inc. with three key factors in mind: integrity, superior work ethic and a determined focus on results.
